この度soco1010では、映像作家の立川清志楼による「Second Three-Year Plan / 第二次三カ年計画（2024-2026）- film collection 57-59」のスクリーニングイベントを開催いたします。本イベントは、2024年1月から稼働した「第二次三カ年計画」の一環として行われ8回目の開催となります。立川の作品は、私たちが普段、写真や動画を見る際に無意識に使っている「見方」を揺さぶり、新たな視覚体験を促す力を持っています。物語性を排除し、被写体の微細な動きや状態の変化に焦点を当てることで、鑑賞者は細部への集中力を高めます。ゆっくりとした時間の流れの中で、通常であれば見過ごしてしまうような「もののあり方」や「存在感」に気付かされます。例えば、動物のわずかな目の動きや息遣い、都市の光の変化など、五感を通して受け止める情報が増幅されるような感覚を覚えるかもしれません。今回シングルスクリーンでの新作16本上映と作品消費の一例として作家自ら小型コンピューターと電子楽器を同時に駆使し過去作品の再構築を即興で試みます。継続的に進化を続ける「第二次三カ年計画」を是非ご覧ください！

soco1010 is pleased to present a screening event for “Second Three-Year Plan / 第二次三カ年計画 (2024-2026) – film collection 57-59” by filmmaker Kiyoshiro Tachikawa. This event marks the eighth installment in the “Second Three-Year Plan,” which commenced in January 2024. Tachikawa’s work possesses the power to shake the “ways of seeing” we unconsciously employ when viewing photographs or videos, prompting new visual experiences. By eliminating narrative elements and focusing on the subtle movements or states of change in subjects, viewers heighten their concentration on details. Within a slow passage of time, one becomes aware of the “way things are” or their “presence” – aspects often overlooked under normal circumstances. For instance, you might feel an amplified sense of information received through the senses—like the subtle movement of an animal’s eyes, the rhythm of its breathing, or the shifting light of a city. This exhibition features 16 new single-screen works. As an example of how art can be consumed, the artist himself will simultaneously utilize a small computer and electronic instruments to improvise a reconstruction of past works. We invite you to witness the continuously evolving “Second Three-Year Plan”!

Statement
資本主義が蔓延する現代社会において、多くの人間は労働者か消費者になることでしか社会の中で自らの存在を証明出来ない。どちらにもなれない人間は社会から疎外されベンチで寝ることさえ許されない。消費者から無視され続ける作家の活動は労働となりえず、作家は社会から疎外される。そのような作家は社会不適合者であり社会においての存在価値は何処にもない。では労働者にも消費者にもなれない作家はどうするか。簡単である。社会の外で生きればよいのである。社会の外に存在を置き外から社会を眺めてみる。社会からエスケイプしてこそ観える景色がそこには拡がっている。そしてそれが作品となる。

In modern society, where capitalism runs rampant, most people can only prove their existence within society by becoming either workers or consumers. Those who cannot become either are alienated from society, not even permitted to sleep on a bench. The activities of writers, continually ignored by consumers, cannot become labor, and writers become alienated from society. Such writers are social misfits, possessing no value whatsoever within society. So what should a writer who cannot become either a worker or a consumer do? It’s simple. They should live outside society. Place their existence outside society and observe it from afar. Only by escaping society can one see the landscape that unfolds there. And that becomes their work.

第二次三カ年計画：
21世紀人間の意識から独立・巨大化したシステムにより運営されるこの社会を作家として生きていくためには自らが独立したシステムを構築し作家活動を継続する以外ない。既存システムへの迎合こそ作家活動の停滞を余儀なくしイニシアチブの放棄へと繋がる。いま作家自らによる新たなシステムの構築こそ必須であり、それが作家活動の根幹を成す。それは生産→公開→流通→消費と作品が絶えず循環するシステムであり、この可変的で安定的なシステムの稼働こそが作家活動の生命線となる。ここにシステムの維持・発展のため「第二次三カ年計画」を作成した。
　1.月間5本の映像作品生産（年間60作品、3年間180作品）及び上映を目標とする。
　2.作品時間は自由とし、全ての作品に実験的要素（構造・思考・方法）を取り入れること。
　3.作品内容に関して、過去の自己作品及び他作品に対する類似性は問題としない。
　4.生産作品については作家及び購入者において再編集・公開出来る自由を保証する。
　5.永続的な活動システムの構築こそ最重要課題である。効率的な生産及び流通体系構築のため常にシステムを徹底的に合理化する。

Second Three-Year Plan：
In order to survive as an artist in this 21st century society, which is run by a system that has become huge and independent from human consciousness, one has no choice but to build one’s own independent system and continue one’s activities as an artist. Complying with the existing system will lead to the stagnation of artists’ activities and the abandonment of initiative.It is essential for artists to build a new system on their own, which will form the foundation of their activities. It is a system in which works are constantly circulated through production, publication, distribution, and consumption, and the operation of this dynamic and stable system is the lifeline of the artist’s activity. The “Second Three-Year Plan” is hereby established for the maintenance and development of the system.
　1.The goal is to produce and screen a minimum of 5 new video works per month (60 works per year, 180 works over 3 years).
　2.The duration of the films is open-ended, and all films must incorporate experimental elements (structure, thought, method etc).
　3.Similarity of the content of the works to past works of the applicant or to other works is not a problem.
　4.the artist and the buyer are guaranteed the freedom to re-edit and publish the produced works after exchanging a written confirmation of the agreement.
　5.The most important priority is the establishment of a permanent system of activity. The system will be thoroughly rationalized at all times in order to form an efficient production and distribution system.

立川清志楼｜Kiyoshiro Tatekawa

写真家・映像作家。東京在住。 主に都市・動物園を撮影した映像に実験的要素を用いた編集を施し、物語性を排除した物質的な映像作品を制作する。作品のみならず上映方法についても複数のプロジェクターを用い紗幕へ投影するなど実験的なインスタレーションを実施している。2024年1月から実験映像プロジェクト第2弾「第二次三カ年計画」を稼働。毎月5本の映像作品を生産・上映することを目標とする。「写真新世紀2020年度優秀賞」（オノデラユキ選）、「写真新世紀2019年度佳作」（安村崇選）受賞。

Photographer and filmmaker based in Tokyo. Kiyoshiro’s subjects are mainly “zoos”. He uses experimental elements in his editing of images to produce material works that are detached from narrative. In recent years, He’s been experimenting with the methods of installing images using multi projections onto scrims.
